11 Indian Rock Road Mixed Use Apartments

11 Indian Rock Road is a 19,000 square foot mixed use building located in Windham’s Village District. The project was pursued as a rare opportunity to deliver high-quality residential apartments with ground-floor amenities in one of the most challenging markets in New England to move development forward. With unanimous approvals from every town committee, the building represents a significant step in the revitalization of Windham’s Village District.

This is a new construction project consisting of a ground-level bistro and office or retail space, paired with lofted two-story apartments on the second and third floors. Design was led by Mark Janowitz of LYF Architects, with planning and civil engineering by Karl Dubay and The Dubay Group, Inc. Construction began immediately following major site plan approval in September 2025.

Strategically, the project fits Beylin Development’s focus on building in high-barrier-to-entry markets where thoughtful design and persistence create lasting value. The apartments will be held as long-term rentals, while the commercial space will also remain in the portfolio and be managed by Mighty Oak Management. Residents are expected to be seeking modern, loft-style living with walkable amenities in a historic village setting, while the bistro and retail offerings will bring energy and convenience to the district.

The project earned unanimous endorsements from the Windham Planning Board, Historic Commission, Economic Development Committee, Design Review Committee, and Technical Review Committee, reflecting broad community alignment with its design and vision.
